From the foreword: "The Directorate of Supply Operations (DLA-O) and the Office of Policy and Plans (DLA-L) directed that a comparative cost analysis be conducted for alternative stockage policies and that demand stability be evaluated over a multiple year procurement cycle. This was driven by the Defense Management Review Decision (DMRD) 901 which requires the Defense Logistics Agency (DLA) to reduce the cost of the supply system by stocking 'closest to vendor.' This new approach is directly opposite the Agency's historical policy of placing stock 'closest to customer.'"
