From the summary: "The Institute for Defense Analyses (IDA) undertook this independent review in response to congressional concerns regarding the roles, missions, and performance of the Defense Logistics Agency (DLA). At the request of Congress, this review identifies those 'functions, roles, missions, activities, or initiatives that could be more effectively performed by the military departments or other defense agencies' as well as those 'that could be more efficiently performed by DLA that are currently being performed by other military departments or defense agencies.' The review also provides additional recommendations on critical issues such as 'support to customers, management practices, demand forecasting…and inventory management.'"
