From the document: "Purpose: This manual is composed of several volumes, each containing its own purpose. In accordance with the authority in DoD Directive (DoDD) 5134.12 and DoD Instruction (DoDI) 4140.01: (1) This manual: (a) Implements policy, assigns responsibilities, and provides procedures for DoD materiel managers and others who work within or with the DoD supply system. (b) Establishes standard terminology for use in DoD supply chain materiel management. (2) This volume: (a) Describes procedures for the DoD logistics programs for packaging material, uniquely identifying items, controlling and managing backorders, restraining item costs, and providing non-DoD support. (b) Establishes the Defense Packaging Policy Group (DPPG). (c) Establishes the DoD Replenishment Parts Purchase or Borrow (RPPOB) Program in accordance with Section 2320(d) of Title 10, United States Code (U.S.C)."
