From the abstract: "BENS continues to support DoD's goal of reforming its business practices, but it is clear that stubborn bureaucratic opposition and vested Congressional interests may lead the DRI to fall short of achieving the savings required to rein in infrastructure costs. The Pentagon needs outside help in shaping and sustaining change. One hopeful sign from Secretary Cohen's announcement: He pledged that the first major increase in DoD's budget in 15 years would not derail reform efforts. Cohen's personal commitment to leading this effort has been a critical cornerstone for success."
