From "Defense Management" introduction: "In February 1989, President Bush directed the Secretary of Defense to conduct a review of defense management practices. Additionally, the President required that DoD develop a plan to accomplish full implementation of the recommendations of the Packard Commission and to realize substantial improvements in the acquisition process and defense management overall. As a consequence, the Department conducted a comprehensive review of the defense acquisition system and the Department's management practices."
