A few discrete decisions on weapon systems can commit the nation to spending tens of billions of dollars, can represent national security policy choices, can shape how wars are fought, and can affect the relative roles and functions of the military services. Weapon systems are possibly the most visible symbols of military strength and the reputation of the Department of Defense (DOD). They have come to epitomize both the successes and the failures of the defense establishment.”
