From the document: “Chairman LEVIN. Good morning, everybody. The committee meets today to consider the performance of the Department of Defense (DOD) major acquisition programs at a time when cost growth on these programs has reached crisis proportions. We don’t have to look very far to find examples. Over the last few years, unit costs on the Air Force’s largest acquisition program have grown by almost 40 percent, costing us an extra $37 billion. Over the last 3 years, unit costs on the Army’s largest program, the Future Combat System (FCS), have grown by more than 45 percent, costing us an extra $40 billion. Last year, the Navy had to cancel the planned construction of the two Littoral Combat Ships (LCSs) after the program cost doubled in just 2 years.”
