From the document: “DOD—and now other agencies—engage in OTAs under a legal authority that allows certain federal agencies to engage in research and acquisition agreements not subject to most clauses of the Federal Acquisition Regulation (FAR). OTAs expand the pool of organizations engaged in the government market, by eliminating procurement requirements that often keep small and nontraditional contractors from doing business with federal agencies.”
