From the document: “Subtitle C—Organization and Management of Other Department of Defense Offices and Elements Organizational strategy for the Department of Defense (sec. 941) The committee recommends a provision that would require the Secretary of Defense to develop and implement an organizational strategy for the Department of Defense (DOD). This strategy would enable the Department to focus its attention and resources on its most important missions and objectives through the introduction of mechanisms to integrate planning and decision-making across its functionally aligned organizations, accompanied by cultural changes in the Department to emphasize collaboration and teamwork.”
