From the document: “Mr. Chairman and Members of the Subcommittee: We are pleased to be here today to present our views on two major Department of Defense (DOD) initiatives: the Defense Business Operations Fund and the Corporate Information Management (CIM) initiative. These initiatives, if implemented as intended, could improve the effectiveness of DOD's operations and produce cost savings and other efficiencies. To date, however, DOD has had only limited success in achieving the objectives of the Fund and CIM. Specifically, we will discuss DOD's progress in implementing these two initiatives and the problems that must be dealt with in order to achieve success.”
