From the report task: ”The Deputy Secretary of Defense (DEPSECDEF), Dr. Ashton B. Carter, asked the Defense Business Board (hereinafter referred to as “the Board”) to form a Task Group to evaluate how successful executives of large and complex corporations plan, implement, and maintain strong performance, especially during periods of reduced resources and/or significant changes in the marketplace. The Task Group was also asked to identify strategies and practices, together with performance metrics, that could be used by DOD leadership to address its current challenges. See Tab A for a copy of the Terms of Reference (TOR) outlining the scope and deliverables for the Task Group.”
