From the document observations: “The most significant finding by the Task Group was that the Department’s spending on infrastructure (generally thought of as “tail”) has remained relatively constant at approximately 42% of DOD’s total spending. Data from Program Analysis and Evaluation (PA&E) showed that over Fiscal Years 2002 to 2006 there was 5% growth in spending on budget category Central Personnel Administration and 9% growth in spending in the category of Departmental Management. In the private sector these expenses would be considered general overhead (“tail” to DOD) that management would work aggressively to continuously reduce to achieve greater efficiency.”
