From the document: “As required by law and Ofice of Personnel Management (OPM) instruction, DOD evaluates the performance of Senior Executive Service (SES) members and Senior Leader / Scientific and Technical (SL/ST) professionals on both individual and organizational performance. OPM further requires DOD to describe how it assessed organizational performance and how it communicated that performance to rating and reviewing officials and members of the Performance Review Boards (PRBs) to inform individual performance decisions.”
