From the Summary: “The Department of Defense (DoD) has a process for utilizing approved budgets, known as budget execution, that seeks to achieve three goals: meeting national security needs effectively, complying with relevant laws and regulations, and pursuing efficiencies in the DoD budget in order to hold down costs. The process has evolved significantly over the years. Until about 1900, DoD and other federal agencies enjoyed a great deal of flexibility during budget execution, sometimes ignoring congressional restrictions or using funds appropriated for one purpose to pursue another without congressional approval. In response, controls began to be tightened.”
