From the report: “As you already know, a major objective of this Administration is to make substantial improvements in the acquisition process within the Department of Defense. When the Department developed the 32 initiatives which comprise the Acquisition Improvement Program last April, we solicited the advice of individuals familiar with all aspects of the procurement system from both within and without government. We would like to encourage your continued participation in improving our management of the acquisition process.”
