DODI 5000.35: The Defense Acquisition Regulations System
“DIRECTOR, DPAP. The Director, DPAP, under the authority, direction, and control of the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) and in accordance with Reference (c); chapter 13 of title 41, United States Code (U.S.C.) (Reference (j)); and chapter 35 of title 44, U.S.C. (Reference (k)), is delegated all authority pertaining to DOD procurement vested in the USD(AT&L) by existing or future statutes and DOD Directives, except for such authorities that by the terms of the statute or directive may not be delegated.”
