From the document: “DOD forms must satisfy a valid need. Information collected on a form must be essential to accomplish a mission need and necessary for the efficient and economical operation of the DOD. b. Information technology must be used, to the maximum extent practicable, for the creation, distribution, and use of forms (including electronic forms) and to record, store and disseminate information entered on those forms. Electronic records should be the default. Continuous evaluation and modernization should be performed on information technology that enable forms management.”
