From the report task: “The former Deputy Secretary of Defense (DEPSECDEF), Dr. Ashton B. Carter, asked the Defense Business Board (hereinafter referred to as “the Board”) to assess the major business issues that the Department of Defense (hereinafter referred to as “the Department”) will likely face during the period of time of the next Quadrennial Defense Review (QDR), 2014- 2018. The Task Group was also asked to determine: how these issues will impact the Department; if there are existing, cost-effective measures to mitigate these issues; which successful private sector processes, practices, or techniques can be used to address these issues; and how the Department can best implement them. See Tab A for a copy of the Terms of Reference (TOR) outlining the scope and deliverables for the Task Group.”
