It supports a United States Department of Defense program, Defense Resource Management Studies (DRMS), that since the early 1990s has assisted more than thirty U.S. security partners around the world in improving their defense resource management capabilities. The primary purposes of this paper are to: • Offer senior governmental officials a realistic perspective on the benefits of and obstacles to adopting comprehensive processes for managing defense resources; and • Provide an organized context for thinking about the ongoing evolution of established systems.”
