From the Secretary of Defense, who pledged during his confirmation hearings to “institute innovative management techniques to vigorously foster acquisition reform” (U.S. Senate, 1994), to the head of the American Defense Preparedness Association, who called for “[acquisition reform that is] so desperately needed by the defense industrial base” (Skibbie, 1993), DoD officials, industry executives, outside experts, and academics voice the same complaint.”
