From the summary: “The primary objective of this study is to assist the Office of the Secretary of Defense in its current reassessment of defense acquisition policy by providing some quantitative insights into the effectiveness of the policy changes adopted at the beginning of the 1970s at the initiative of David Packard, then Deputy Secretary of Defense. Related objectives are (1) to identify policy areas where new initiatives seem desirable or further research would be profitable, and (2) to provide a set of organized, quantitative, cross-program data as a basis for future studies and comparisons.”
