From the report: "To meet the goal of operating more efficiently, the Deputy Secretary of Defense laid the foundation for CIM in October 1989 by forming an Executive Level Group (ELG) of high-level industry and Defense officials. This group was convened to evaluate Defense business practices and suggest an overall direction for the Department. It noted that Defense has traditionally viewed information management as merely automating existing business processes in order to cut costs."
