From the Introduction: "The Department of Defense (DoD) has invested billions of dollars in business, logistics, and financially focused enterprise resource planning (ERP) systems that are not meeting their schedules, are over cost, and are under-performing. Billions of dollars more are needed to implement them fully and achieve expectations; and the need to implement these ERP systems successfully and within budget is now more pressing than ever. Meanwhile, information technology (IT) has continued to evolve in the 20 years since ERPs were first introduced. The Institute for Defense Analyses (IDA) evaluated eight of DoD’s ERPs to identify the best way to leverage those ERPs that have met their objectives and explore alternatives that might better support DoD business processes in the future."
