From the report: “This report documents research and analysis conducted as part of a project entitled Army Cost-per-Effect Analysis, sponsored by the Deputy Chief of Staff, G-3/5/7, U.S. Army. The purpose of the project was to assess the feasibility and utility of a cost-per-effect metric to complement existing qualitative and quantitative assessments and comparisons of cost versus benefit in planned systems and capabilities development for the Army and other armed services.”
