From the report: "The Defense Business Board (DBB) was asked by the Deputy Secretary of Defense (DepSecDef) to review the current data management and analytics practices of the DoD as well as the leading practices in the private sector regarding the use of financial audit and transaction level data to run, improve, and transform business outcomes. The Terms of Reference (ToR) provided by the DepSecDef included nine interrelated tasks for the DBB to study. These ranged from assessing the current state and recommending potential improvements in the DoD, to identifying the leading practices in the private sector and their potential application to the DoD."
