From the article: “The Department of Defense is overhauling the military personnel system for the first time in a generation. And the changes, some large, others small, all indicate that the department has finally embraced the “talent management” revolution that swept the private sector more than two decades ago. In a recent article at War on the Rocks, three observers from the Bipartisan Policy Center rightfully laud these changes. But those authors go too far in their assertion that the reforms have nothing to do with Secretary Ash Carter’s “Force of the Future” initiative — an effort they harshly and wrongfully deem a “failure.””
