From the report: “This news article describing the family housing conditions at Fort Meade, Maryland, typifies the problem with much of the military family housing across the Services. The problem is significant with nearly two-thirds of the Department of Defense’s (DOD) housing inventory needing repair or complete rehabilitation.2 The severity of the problem motivated the DOD to seek new ways to remedy the problem of old and dilapidated housing.”
