From the abstract: “In response to a mandate by The National Defense Authorization Act for Fiscal year 2008, Section 222, the Institute for Defense Analyses (IDA) was tasked by the Department of Defense to carry out an independent study to examine and make recommendations with respect to the long-term missions, roles, and structure of the Missile Defense Agency (MDA). The scope of the review included panel discussions with leadership from the Army; Navy; Air Force; Joint Staff; Under Secretary of Defense for Policy; Under Secretary of Defense for Acquisition, Technology, and Logistics; Director, Operational Test and Evaluation; Program Analysis and Evaluation; and the Defense Information Systems Agency, as well as MDA. Several discussions were also held with contractors supporting MDA. The review also included site visits to United States Strategic Command (USSTRATCOM), United States Northern Command, Air Force Space Command, the Missile Defense Integration and Operations Center, and MDA at Redstone Arsenal. This report summarizes the study findings and recommendations.”
