From the report: “On March 16, 2009, the Department of Defense (DOD) and the Office of Personnel Management announced that they would undertake a review of the National Security Personnel System (NSPS). A copy of the announcement may be found at Appendix A. In preparation for the review, the Deputy Secretary of Defense met with labor representatives and other interested parties to hear their concerns about the NSPS.”
