From the abstract: “This paper presents an analysis of two different systems the Department of Defense (DOD) uses to implement the force management process that provides units and individuals for military operations to the Combatant Commands (CCMDs). The Global Force Management (GFM) system is used by the Secretary of Defense to assign and allocate units to the CCMDs in response to their Requests for Forces (RFFs). An analysis of the GFM system response to United States Central Command (CENTCOM) RFFs for Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) is presented in a classified appendix. The second system, the Defense Readiness Reporting System (DRRS), is the official source of unit readiness information for GFM and other management actions.”
