From the report: “THE DIRECTOR, JOINT STAFF COMMISSIONED IDA IN 1995 TO PROVIDE AN INDEPENDENT, EXTERNAL PERSPECTIVE ON RESPONSIBILITIES, ORGANIZATION AND PLANNING PROCESSES OF THE JOINT STAFF. IDA BRIEFED RESULTS OF THE STUDY TO THE CJCS IN FEBRUARY 1996. THE GOLDWATER- NICHOLS ACT OF 1986 SIGNIFICANTLY ENLARGED ROLES AND RESPONSIBILITIES OF THE CHAIRMAN AND HIS JOINT STAFF. SUBSEQUENTLY, THE POST-COLD WAR ENVIRONMENT HAS CAUSED THE JOINT STAFF TO BE RESTRUCTURED AND TO ADAPT DELIBERATE AND CONTINGENCY PLANNING PROCESSES TO COPE WITH MULTIPLE, REGIONAL CONTINGENCIES AND OPERATIONS, INCLUDING OPERATIONS OTHER THAN WAR. THE CHAIRMAN HAS THREE CORE RESPONSIBILITIES: STRATEGY AND POLICY DEVELOPMENT, SUPERVISING JOINT MILITARY OPERATIONS, AND DEVELOPMENT OF JOINT FORCES.”
