From the summary: "Each year, about 200,000 U.S. service members transition from the active component of the U.S. military into the civilian economy. Many of these service members will return to school for additional education, but many others will seek employment in the public or private sector. Because of the special nature of the military, many military occupations have no direct parallel in the civilian economy. Consequently, former service members can be left without a clear pathway to civilian employment—especially those members who want to use the specialized skills they developed in the military—and can end up unemployed or underemployed. Similarly, civilian employers might not recognize similarities between military and civilian occupations and might not reach out to veterans who are qualified for open positions."
