From the article: “An old proverb states that success has many fathers, but failure is an orphan. That idea immediately resonates with most of us because we have seen that taking credit for success is much easier than taking responsibility for failure. However, in the public sector, this proverb resonates particularly well because major reforms based on the integration of diverse skills and perspectives, as well as the alignment of competing interests, are more likely to succeed. The successful reform of the military’s retirement benefit from the longstanding pension-based system to a blended system certainly fits that argument.”
