From the report: “Acquisition data are critical to U.S. Department of Defense (DoD) program-related decisionmaking, execution, analysis, oversight, and—especially—mandatory reporting to Congress. Yet DoD leadership and analysts can have difficulty accessing and managing these data, both as single elements and in aggregate. Mandatory U.S. government–wide policies governing handling of unclassified acquisition information exist because of concerns about exploitation by sophisticated adversaries. But as previous research has demonstrated,1 these policies are not centralized and are not well-known to information handlers.”
