From the abstract: “The ability to move information in the electromagnetic spectrum (EMS) around the globe, to and from space, and throughout every operational domain is an absolute necessity for U.S. military forces. The Institute for Defense Analyses (IDA) was tasked to review and assess alternative organizational models for establishing a Department of Defense (DOD) enterprise to strengthen DOD’s efforts to stay ahead of global security challenges and technology advances in this area. An IDA-convened expert Panel concurs with DOD’s conclusion that a far more robust DOD enterprise framework—and significantly increased senior leadership focus and priorities—is needed to regain the ability to conduct unimpeded operations throughout the EMS. Indeed (and going beyond the official DOD position), the Panel sees the current situation as a crisis. The Panel therefore recommends that the Secretary establish a task force with three-star military and equivalent civilian leadership to take immediate steps to accelerate investments and jump-start the creation of a permanent EMS enterprise structure within the Department.”
