From the article: “In theory, every officer in the military with skill or merit should be able to compete for promotion on a level playing field, with only the best and the brightest getting picked each year to advance. In practice, however, the U.S. armed services are sticking with a strict schedule of promotion that is stifling risk-taking and incentivizing the status quo. In a series of surveys conducted with West Point graduates in 2011, Tim Kane found that an alarming 93 percent of respondents believed that a “majority of the best officers leave the military early rather than serving a full career.”
