From the summary: "Military-to-civilian transitions are a broad set of experiences that occur when active and reserve component members separate from the military, when reserve component members switch from extended active duty back to reserve duty, and when service members retire. Senate Report (S.R.) 114-255 directed the U.S. Department of Defense (DoD) to conduct research on the transition experiences of reserve component members (i.e., members of both the Reserves and National Guard), make recommendations to the Senate Armed Services Committee on how to better serve the transition needs of this population, or alternatively, suggest a transition program specifically designed for the reserve component. In this report, we support DoD in meeting these S.R. 114-255 requirements by (1) identifying the transition needs of reserve component members who meet the eligibility requirements to participate in the DoD’s Transition Assistance Program (TAP), as well as the needs of transitioning reserve component members who do not meet current eligibility requirements; (2) assessing how to best address the needs of these transitioning reserve component members (e.g., considerations for TAP policy, content, or program delivery methods); and (3) recommending how to optimally deliver and improve TAP for reserve component members."
