From the preface: "Recent reports published by the U.S. Office of Personnel Management have shown underrepresentation of Hispanics in the federal government in comparison to the U.S. civilian labor force. These reports have also shown that, in comparison to other executive departments in the federal government, the U.S. Department of Defense (DoD) has one of the lowest proportions of Hispanics in its workforce. These reports suggest that Hispanic underrepresentation requires additional consideration in DoD but do not sufficiently consider what might contribute to limited DoD employment of this group."
