From the executive summary: “Today’s adversaries are changing their tactics, techniques, and procedures at an accelerated pace, heightening the need for U.S. forces to respond rapidly to new threats. Perhaps the most well-publicized example of such adversarial capabilities is the use of improvised explosive devices in Iraq – a threat that created urgent demands from forces in the field to develop capabilities to counter such attacks. Fielding systems in response to these needs over the past half decade has revealed that the Department of Defense (DOD) lacks the ability to rapidly field new capabilities for the warfighter in a systematic and effective way."
