From the executive summary: “This document traces the evolution of the Active Component-Reserve Component (AC-RC) mixes of the U.S. Military Services (hereafter Services) in recent decades and describes the current and programmed mix of AC and RC units and personnel in each Service. This historical and numerical compilation provides information, promotes an understanding of how and why the current AC-RC mixes exist, and facilitates the consideration of future changes in the mix during a period of austerity. The expectation was that this research would reveal fundamental principles governing the policies and procedures that determine the mix of AC-RC units and personnel in the Services. Instead, the research reveals a complex mix of AC and RC elements in each Service and the distinctly different ways each Service manages these elements.”
