From the preface: "Permanent change of station (PCS) moves are a common stressor associated with military life. The 2017 National Defense Authorization Act required the Secretary of Defense to submit a report to the Senate and House Armed Services Committees discussing actions taken by the U.S. Department of Defense (DoD) to enhance stability of military families going through a PCS move. The RAND Corporation was asked to provide assistance with the congressionally mandated report and to conduct a more comprehensive review of the impact of PCS moves on family stability. This report contains RAND’s broader analysis, which includes a synthesis of information obtained from existing literature, interviews with subject-matter experts, published tabulations, and secondary data analysis to better understand the types of disruptions faced by military families and the existing programs and policies in place to address these disruptions. This report also contains policy implications and recommendations generated by this analysis."
