From the abstract: “The ability to move information in the electromagnetic spectrum (EMS) around the globe, to and from space, and throughout every operational domain is an absolute necessity for U.S. military forces. The Institute for Defense Analyses (IDA) was asked to review and assess alternative organizational models for establishing a DOD Enterprise to strengthen the Department’s efforts to outpace global security challenges and technology advances in this area. IDA designed a wargame to assist members of an expert panel in considering and assessing a variety of organizational options. The wargame results support the conclusion that a robust DOD Enterprise framework, supported by senior leadership, is needed for U.S. forces to conduct unimpeded operations throughout the EMS spectrum.”
