“The DOD will conduct a comprehensive engineering program for defense systems, including the engineering management activities necessary to guide the development of defense systems. a. The engineering management activities include, but are not limited to: (1) Mission engineering (ME). (2) Systems engineering. (3) Technical risk assessments. b. A systems engineering plan (SEP), which provides a foundational engineering approach for all technology based programs, is required for Major Defense Acquisition Programs (MDAP) and acquisition category (ACAT) II and III programs, unless waived by the SEP approval authority.”
