From the document: "Purpose: This manual is composed of several volumes, each containing its own purpose. In accordance with the authority in DoD Directive (DoDD) 5135.02, DoDD 5134.12, and DoD Instruction (DoDI) 4140.01: (1) This manual: (a) Implements policy, assigns responsibilities, and provides procedures for DoD materiel managers and others who work within or with the DoD supply system. (b) Establishes standard terminology for use in DoD supply chain materiel management. (2) This volume describes procedures for the DoD supply chain materiel management processes dealing with the return of materiel to the wholesale supply system and the disposition and disposal of excess, surplus, and foreign excess personal property."
