From the document: "Purpose: This issuance: (1) Establishes policy and assigns responsibilities for DoD transportation and traffic management activities. (2) Establishes DoD policy for executing the DoD exemption to General Services Administration (GSA) transportation and traffic management policy pursuant to Section 501 of Title 40, United States Code (U.S.C.). (3) In accordance with current DoD policy and authorities, redesignates the Commander, United States Transportation Command (USTRANSCOM), as the DoD single manager for the DoD Customs and Border Clearance Program."
