From the article: “The Pentagon has begun a major effort to "reset" its planning, programming, budgeting and execution (PPBE) process by fiscal year 2017 that would enable "better, more defensible budget submissions to Congress," according to a Dec. 11 memo to top defense officials from Deputy Defense Secretary Robert Work. "I have received your inputs and am convinced that we should proceed with efforts to separate the Program and Budget Reviews," Work wrote. "We will return to a more sequential budget development process beginning with the Fiscal Year (FY) 2017 budget build. I believe doing so will provide more opportunities to align the [Defense] Department's programs and budgets with both strategy and guidance."
