From the report: “Traditional methods for filling vacant positions involve posting a job announcement on USAJOBS, waiting for candidates to apply, rating and ranking candidates, and issuing a referral certificate. These activities can be time consuming and extend the fill process. As DOD is in high competition with private industry for the same sources of talent, it is necessary to evolve recruitment efforts to better acquire the high quality caliber candidates needed to advance the missions of the Department.”
