From the document: "Strategic planning plays an integral role in guiding the work of many public and private sector organizations, including the U.S. Department of Defense (DoD). Indeed, work done at and on behalf of DoD since the 1960s has laid the foundation for modern strategic planning practices in organizations of all types (DonVito, 1969; Petruschell, 1968; Bracken, 1990). In public sector organizations, strategic planning can serve the goals of the organization’s leaders and the goals of higher-level elected and appointed officials who are responsible for guiding and directing the organization. Although leaders of many organizations appreciate the benefits that strategic planning can offer, they wrestle with the principles they should use to guide a planning process and the methods they should apply to document and implement the resulting strategic plans."
