This afternoon we will examine financial management practices at the Department of Defense. Recent articles in the national press and other hearings on Capitol Hill have highlighted serious shortcomings in the Defense Department's financial management systems. These are not recent; they go back 40, 45 years to the founding of the department and its expansion.”
