From the report: “The Department of the Navy (DON) requested that the National Academy of Public Administration’s Center for Human Resources Management (CHRM) analyze the department’s civilian personnel system. The purpose of the analysis is to determine actions the Department of Navy should take in order to attract and retain a quality civilian workforce capable of providing the human capital needed for the Navy to achieve mission excellence in the year 2020."
